Builds the application.

Remarks
Section titled “Remarks”- The application is built using the configuration present when this method is called.
- The builder should not be modified after this method has been called.
Thread Safety
Section titled “Thread Safety”This method is not thread-safe and should only be called during application configuration, before the application starts handling requests.
